The deadline has passed. As of August 14, 2025, all divided co-ownerships in Quebec must have a maintenance logbook (carnet d'entretien) that meets the requirements of Bill 16. If your syndicate doesn't have one yet, you need to act immediately.

What is the Maintenance Logbook?

The maintenance logbook is a document that records your building's:

  • Construction history and technical specifications
  • Maintenance activities performed over time
  • Planned works and upcoming repairs
  • Building systems documentation (HVAC, plumbing, electrical, etc.)

Who Can Prepare It?

The logbook must be prepared by an independent professional from one of these orders:

  • OIQ - Ordre des ingénieurs du Québec
  • OEAQ - Ordre des évaluateurs agréés du Québec
  • OAQ - Ordre des architectes du Québec
  • OTPQ - Ordre des technologues professionnels du Québec

The professional must be independent of the syndicate, meaning they cannot be a co-owner or have any conflict of interest.

Key Requirements

  • Must be updated yearly by the board of directors
  • Must be reviewed every 5 years by a qualified professional
  • For qualifying small buildings: review every 10 years
  • If a logbook was prepared between August 14, 2023 and August 14, 2025, it is considered valid
