Bill 16 (Loi 16) is a major reform of Quebec condo law adopted in 2020. It requires all condo syndicates to maintain a maintenance logbook, complete a professional reserve fund study, and produce a syndicate attestation for every condo sale. The compliance deadline is August 14, 2028.
Quorum at a co-owners' meeting is reached when co-owners holding a majority of votes (50% + 1) are present or represented by proxy. In a 20-unit building with 10,000 total votes, at least 5,001 votes must be represented. If quorum is not met at the first notice, the adjourned meeting has no quorum requirement.
The contingency fund is a mandatory financial reserve that every Quebec condo syndicate must maintain to cover major repairs and replacement of common areas. Under article 1071 of the Civil Code as amended by Bill 16, contributions to the fund are set based on the recommendations of a contingency fund study projected over at least 25 years and reviewed at least every 5 years (Decree 991-2025).
