Article 1090 gives each co-owner a number of votes proportional to the relative value of their fraction. It is the share set out in the declaration that determines the weight of each vote, not the number of people.
Quorum and majorities are therefore counted in votes, not heads: a large fraction weighs more than a small one. In undivided co-ownership, the co-owners split the votes attached to their fraction.
The declaration of co-ownership, in the schedule that describes the fractions, is the source of each unit's number of votes.
